The Euro-Mediterranean Human Rights Network (EMHRN) invites candidates to apply for the post of coordinator for its work on Migrants, Refugees and Asylum Seekers, based in Rabat, Morocco. Background : The EMHRN is a network of more than 70 human rights organisations in 30 countries. Its mission is to promote and strengthen human rights and democratic reform within the framework of the Euro-Mediterranean Process (EMP)/Union for the Mediterranean (UfM), the European Neighbourhood Policy (ENP) and other EU- Arab cooperation frameworks. The Network seeks to develop and strengthen partnerships between NGOs in the EuroMed region, disseminate human rights values and increase members’ capacity in this regard.

During the last 10 years, the issue of migration and border control has become a priority within the framework of the EuroMed cooperation. The purpose of the EMHRN work in this field is to enhance the capacities of local organisations to protect and promote the rights of migrants and refugees in the framework of the EuroMed cooperation. It also seeks to reinforce networking, exchange of expertise and cooperation between the actors from the different countries around the Mediterranean (South-South, North-South and North-North cooperation). To do so, the EMHRN has set up a Working Group on Migrants, Refugees and Asylum Seekers composed of representatives of European and South/East Mediterranean civil society organisations active (or interested) in the field of the protection and promotion of the rights of migrants and refugees.

Role : The coordinator will be responsible for coordinating and managing EMHRN initiatives in the field of migration and asylum under the supervision of the EMHRN management team and in close contact with members of the EMHRN executive committee and the Working Group on Migrants, Refugees and Asylum Seekers.

Duties : The coordinator’s main tasks will be to :

- Supervise and work jointly with the project assistant also based in Rabat,
- Ensure implementation of EMHRN projects on migrants, refugees and asylum seekers - develop work plans for project implementation and possible follow-up,
- Organise Working Group meetings and ensure contact between the WG members on a regular basis,
- Actively seeking, updating, and distributing information on migrants, refugees and asylum seekers’ rights,
- Coordinate and develop EMHRN advocacy and awareness raising strategy on migrants, refugees and asylum seekers’ rights, including organising advocacy tours, research and publication of reports,
- Follow the EMP/UfM, ENP, EU initiatives and calendar on migration and asylum issues in cooperation with the EMHRN Brussels Office,
- Ensure gender mainstreaming of project activities,
- Coordinate and prepare reports, research, press releases and recommendations on issues related to migrants, refugees and asylum seekers’ rights,
- Inform EMHRN members about the work of the WG and developments at EU/ EMP level with regard to migrants, refugees and asylum seekers’ rights,
- Maintain contact with other non-governmental organisations on issues pertaining to migrants, refugees and asylum seekers’ rights,
- Monitor the situation where members or partners are at risk within the field of the migration or asylum and organise alert missions in case of urgent matters,
- Ensure regular evaluation of activities,
- Ensure proper financial management of budget for activities,
- Ensure narrative and financial reporting of projects,
- Assist the EMHRN’s fundraiser regarding EMHRN initiatives on migration and asylum. Principal qualifications and core competences

- Advanced university degree in law, political or social science or similar qualification,
- Proven track record with civil society work in the Middle East/North Africa,
- Experience within project management, preferably in an NGO,
- Knowledge of human rights standards and international humanitarian law. Knowledge of migration and asylum related issues will be considered a major advantage,
- Knowledge and experience of advocacy addressing the EU institutions,
- Excellent French and English (both written and spoken). Knowledge of Arabic will be considered an advantage.

Other competences :

Developed communication skills (oral and written) ; Ability to draft clearly and succinctly ; Ability to establish and maintain contacts with NGOs, government representatives and representatives of inter-governmental institutions ; Ability to work efficiently in a multicultural environment, in particular in a North African and EU context ; Analytical skills, resourceful and organised work practices with capacity to deal efficiently with changing priorities ; Ability to keep strict deadlines and deal with several projects simultaneously ; Computer literacy (Word and Excel required).

Terms and Conditions

- Duty station : Rabat, Morocco
- Duration : until 15 January 2012 (with possible extension)
- Trial period : 3-month
- Work : 37 hours per week
