AID Project Development Specialist.

The U.S. Agency for International Development (USAID) in Rabat is seeking an individual for the position of AID Project Development Specialist.

This position is located in the Office of Human Development and Youth (HDY), Democracy and Governance (DG) Team. This position reports directly to the DG Team Leader and is responsible for the overall implementation of activities managed under the HDY/DG program. As the Project Management Specialist and advisor to the DG Team, the incumbent is responsible for providing a full range of programmatic support and expertise to the Mission Director, the DG Team, and HDY Office. The incumbent is the resident Mission expert on democratic governance issues as part of a complex and multi-faceted program.

QUALIFICATIONS REQUIRED

NOTE : All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

Education : A Master’s Degree in Public Administration, Political Science, International Development, or similar related field is required.

Experience : Five to seven years of experience in the fields of civil society and/or institutional capacity building, civic education, youth engagement, political party strengthening, local governance administration, and rule of law. General familiarity with development challenges and advances in Morocco : environment, economic growth, democracy and governance. A minimum of two years of experience is required in the field of governance and participation, local government, de-concentration/de-centralization, public administration, fiscal and political decentralization in Morocco and/or rule of law.

Language : Level IV French and Arabic written and oral proficiency are required. Level III-IV English written and oral proficiency is required.

Knowledge : A thorough knowledge of the Moroccan political, economic, social and cultural context, characteristics and history along with an in-depth understanding of Morocco’s DG development priorities, prospects and resources, related laws and regulations is required. An in-depth knowledge of Moroccan-American policy dialogue on local democratic governance and political reform is required. A general knowledge of American foreign policy objectives in Morocco is required.

Skills and Abilities : Required ability to design, implement, monitor and evaluate DG activities in the Mission portfolio : this includes the necessary skills to manage directly, co-manage activities or provide expert advice on DG issues.
- Strong analytic skills are required.
- Required ability to identify problems and assess opportunities for democracy and governance principles towards broad-based development and growth.
- The ability to effectively engage in key policy dialogue with GOM and USG officials and other key contacts is required.
- Given the often-sensitive nature of sector (politically and administratively), it is required to have excellent interpersonal skills in relating to other USG and USAID staff and contractors as well as to host country counterparts.
- Excellent writing and public speaking skills are required.
